From the Downtown Mall: From the northeast end of the Mall, take Park Street north onto East Rio Road and turn right onto Pen Park Road and follow it through the gate. 

From Route 250 and Route 29: Take Route 250 east to the exit ramp to Park Street, turn left and follow Park Street onto East Rio Road and turn right onto Pen Park Road and follow it through the gate. 

Once you are inside the park:
To reach the picnic shelters, ball fields and fitness/nature trails, turn left before the tennis courts and proceed to the parking area.  The three picnic shelters will be on your left; the fitness and nature trails start between shelters 1 and 2.

To reach the playground, golf course and club house, proceed past the tennis courts to the end of the road to the parking areas.
